- Formulate integrated economic, social, physical and other development plans and policies for consideration of the local government development council;
-
- Conduct continuing studies, researches, and training programs necessary to evolve plans and programs for implementation;
-
- Integrate and coordinate all sectoral plans and studies undertaken by the different functions groups or agencies;
-
- Monitor and evaluate the implementation of the different development programs, projects, and activities in the local government unit concerned in accordance with the approved plan;
-
- Prepare comprehensive plans and other development planning documents for the consideration of the local development council;
-
- Analyze the income and expenditure patterns, and formulate and recommend fiscal plans and policies for consideration of the finance committee of the local government unit concerned provided under Title Five, Book II of this code;

- Promote people participation in development planning within the local government unit concerned;

- Exercise supervision and control over the secretariat of the local development council.
DEVELOPMENT PLANNING DIVISION

- Responsible for the formulation of measures for the consideration of the Sanggunian and provide technical assistance and support to the LCE in carrying out measures to ensure the delivery of basic services and provision of adequate facilities relative to development planning and design;

- Responsible for the development of plans and strategies and upon approval thereof by the LCE, implement the same, particularly those which have to do with architectural and development planning and design programs and projects;

- Responsible for the review & recommendation for appropriate action of the sanggunian or the LCE, the plans and design submitted by governmental & non-governmental entities or individuals, particularly those for undeveloped, underdeveloped & poorly designed areas;

- Responsible for the coordination with governmental and non governmental entities & individuals involved in the aesthetics & the maximum utilization of the land & water within the jurisdiction of the LGU, compatible with environmental integrity and ecological balance.

- Responsible in the formulation of the Comprehensive Land Use and Development Plans;

- Responsible in the formulation of concept and policy papers supporting the realization of the CLUP and CDP;

- Responsible in maintaining and updating the Geographic Information System;

- Serves as the regulatory arm in the implementation of the CLUP and ZO
-
- Conduct researches on relevant land use and sectoral development policies.
STRATEGY MANAGEMENT DIVISION

- Responsible for analyzing on-going/completed plans, programs/ projects and activities;

- Responsible for the recommendation of modification, changes or addition on programs / projects / activities of the city;

- Responsible for the recommendation of measures / programs relative to economic, social and environmental (sectoral) development;

- Responsible for the conduct of performance analysis of the economic, social and environmental development programs;

- Responsible for the Performance Governance System, organizational alignment , strategy reviews, communication and initiative management as cross functional processes directing the Local Government Unit (LGU) to perform in an integrated manner with assistance and cooperation of both the private and public sectors in order to deliver tangible results toward a common direction;

- Responsible for the integration and coordination of all sectoral plans and studies undertaken by the Local Development Council and other key stakeholders;

- Responsible in the monitoring and evaluation of the overall strategic direction of the City vis-à-vis the formulated plans and established success indicators;

- Responsible for the conduct of knowledge management and institutional learning on innovations and best practices;

- Responsible for the conduct of researches related to the improvement of program implementation.
