  • Formulate measures for the consideration of the sanggunian and provide technical assistance and support to the city mayor in carrying out measures to ensure the delivery basic services and provision of adequate facilities pursuant to the Section 17 of the Local Government Code and which require general services expertise and technical support services.
  • Develop plans and strategies and upon approval thereof by the city mayor, implement the same, particularly those which have to do with the general services supportive of the welfare of the inhabitants which the mayor is empowered to implement and which the sanggunian is empowered to provide;
  • Take custody of and be accountable for all properties, real or personal, owned by the city government and those granted to it in the form of donation, reparation, assistance and counterparts of joint projects;
  • With the approval of the mayor, assign building or land space to local officials or public officials, who by law, are entitled to such space;
  • Recommend to the mayor the reasonable rental rates for the city government properties, whether real or personal, which will be leased to public or private entities by the city government;
  • Recommend to the mayor reasonable rental rates of private properties which may be leased for the official use of the city government
  • Maintain and supervise janitorial, security, landscaping and other related services in all city government public buildings and other real property whether owned or leased by the city.
  • Collate and disseminate information regarding prices, shopping and other costs of supplies and other items commonly used by the city government
  • Perform archival and record management with respect to records of offices and departments of the city government units;
  • Perform all other functions pertaining to supply and property management heretofore performed by the city treasurer, and enforce policies on records creation, maintenance and disposal;
  • Be in the frontline of general services related activities, such as the possible or imminent destruction or damage to records, supplies, properties and structures and the orderly and sanitary clearing up of waste materials or debris, particularly during and in the aftermath of man-made and natural calamities and disasters;

PROPERTY AND SUPPLY MANAGEMENT DIVISION

  • Take custody and accountability of real and personal properties owned by the city and those granted to it in the form of donation, reparation, assistance counterpart of joint projects including insurance policies of the said properties;
  • Collate and disseminate information regarding prices, incidental and other cost of supplies and other items commonly used by the city;
  • Administer the property of the city government relative to the acquisition, storage, delivery, utilization, maintenance and disposal of the same.
  • Prepare and maintenance of updated inventory of all properties of the city;
  • Implement, monitor and evaluate of programs, projects, and activities relative to distribution, storage, property accounting and disposition of supplies and equipment.
  • Conduction of periodic inventories of supplies, equipment and properties of the different offices of the city government in coordination with other offices like Accounting, COA, etc.
  • Provide advice and policy guidelines in the supply management programs of the city;
  • Plan, direct, or coordinate the activities of buyers, purchasing officers, and related workers involved in purchasing materials, products, and services.

PROCUREMENT MANAGEMENT DIVISION

  • Ensure efficiency and transparency in the administration of the purchasing of supplies, materials, infrastructure projects and consultancy services that the City Government uses in its operations.
  • Take custody of procurement documents and other records and ensure that all procurements undertaken by the Procuring Entity are properly documented.
  • Ensure that the procurement process is in accordance with RA 9184.
  • Ensure on time purchase of goods and services, infrastructure projects and consultancy services.
  • Maintain registry of suppliers/contractors.

RECORDS MANAGEMENT DIVISION

  • Establish and maintains a systematic records management program for the City Government in an orderly, efficient, effective and economical manner
  • Implement the Records management Program, its policies and procedure in the creation maintenance and disposition of records
  • Dispose records that have already reached their retention periods and are assessed and appraised to be valueless in accordance with the existing rules, regulations and laws on records disposal set by the National Archive of the Philippines
  • Monitor and evaluates the functional records management program being implemented
  • Ensure full and accurate records of the local government unit are properly utilized, maintained and preserved
  • Ensure accessibility of public records relevant to the promotion and preservation
  • Support safekeeping of public records and archival value
  • Create and maintain in accessible form full and accurate records until disposition is authorized

RESOURCE MANAGEMENT AND ADMINISTRATIVE DIVISION

  • Responsible for establishing and executing internal controls over the department’s operational procedures
  • Monitors and reviews whether the systems, procedures and controls that the department operates are being complied with, maintained and are adequate
  • Responsible in detecting and inspecting improprieties which may occur in all areas of the organization’s documented procedures
  • Ensures compliance on standards and procedures prescribed by governing laws, COA resolutions, DBM Circulars and other policies

UTILITY & MAINTENANCE SERVICES DIVISION

  • Responsible for carrying out basic services to the city government facilities & buildings through proper maintenance, orderliness& cleanliness;
  • Responsible for the effective & efficient implementation of the solid waste management system of the City Government;
  • Responsible for providing janitorial services to all specified government facilities, street sweeping & garbage collection;
  • Responsible for the maintenance & repair of all specified City Government facilities.

MOTORPOOL DIVISION

  • Responsible for the maintenance and operations of the city government vehicles and heavy equipment;
  • Responsible for the implementation of standard operating procedure to all skilled personnel;
