City Public Employment Services Office unveils Zero Unemployment Project under Mayor Vilma Balle-Caluag’s leadership

July 7, 2025 held at Mini Convention Heroes Hall, in a powerful stride toward inclusive development and economic empowerment, the City of San Fernando, Pampanga proudly launched its newest and most ambitious initiative yet: “Fernandino, Tara Magobra!”, the Zero Unemployment Project spearheaded by the City Public Employment Services Office (CPESO) led by Ms. Mary Ann C. Biliwang.

With a name that resonates with action and unity, “Fernandino, Tara Magobra!” goes beyond traditional employment programs. It is a city-wide movement driven by a bold vision: zero unemployment in the City of San Fernando, Pampanga. Far from being a lofty ideal, the program is a concrete, actionable plan rooted in the belief that every bonafide, capable and willing Fernandino of legal age deserves the opportunity to earn a dignified living.

Whether one is a fresh graduate eager to enter the workforce, a displaced employee seeking a new path, a returning overseas Filipino worker, or an aspiring entrepreneur ready to start a livelihood—this initiative opens the door for all.

This is more than just a project—it is a powerful movement.

A movement deeply inspired and passionately driven by the visionary leadership of our beloved City Mayor, Vilma Balle-Caluag. Her unwavering and unconditional dedication to the people of City of San Fernando is evident in every decision she makes. With steadfast commitment, she envisions a city where no one is left behind—a vibrant and thriving City where every Fernandino is empowered with meaningful opportunities to work, grow, and flourish.

Under this initiative during the flag raising ceremony, CPESO has rolled out pilot services and introduced beneficiaries of the program including:

• Jobstart Program Beneficiaries

• Free Skills Training, Bread and Pastry Production Trainees

• Livelihood Program, Kayabe ka king Kabiayan Beneficiaries, and

• Obra para kareng Matwa ampong PWD Beneficiaries

“Fernandino, Tara Magobra!” is more than a call to action—it’s a call to hope. It’s not just about lowering unemployment numbers; it’s about restoring dignity to every hardworking individual, uplifting families with renewed purpose, and building a stronger City of San Fernando by empowering lives from the ground up.
