CSF Implements Smoke Free City Law [ Thursday, 30th of October 2014 | 3 years ago ]


Cigarette smoking in public places is now prohibited in this city starting today [October 30].

This was after the launching of the Smoke-Free Ordinance which prohibits the use, sale, distribution and advertisement of cigarettes, other tobacco products such as electronic cigarettes in public places, private workplaces, market, public conveyances (tricycle, bus, PUJ), parks, walkways, transport terminals, and other public facilities where crowd of people would gather.

A walk for a smoke-free city that started from Intersection, Dolores to City Hall highlighted the launching activity; this was followed by Free Zumba dance which was participated by employees, students, private individuals, and representatives from different sectors.

Mayor Edwin D. Santiago, for his part, said that the law is in compliance with R.A. 8749 or the Clean Air Act of 1999 which declares the right of every citizen to breathe clean air.

“Isa itong radikal na hakbang pero kailangan maipatupad para sa ating mga kababayan lalo na ang mga kabataan”.
The mayor also disclosed that he is a habitual smoker but with this ordinance he will quit smoking.

“As a leader, I must set a good example, that’s why starting today; I will quit [smoking] and I also encourage every Fernandino to stop this unhealthy habit” he said.

Councilor Celestino Dizon, chairperson of the Committee on Health and Sanitation and the author of the ordinance explained that the implementation of the law is still in its initial phase stage and shall be fully implemented after a massive information dissemination drive has been made.

However, he reminded that selling or distributing tobacco products in schools, public playgrounds or facilities frequently visited by minors, is not allowed.

“Pwede pa rin magtinda basta may layong 100 meters sa mga lugar na pinagbabawal natin, in this case, mula Intersection Dolores hanggang City Hall, bawal manigarilyo at magtinda ng sigarilyo.”
According to the ordinance, the city shall allow designated smoking areas as long as it is approved by the Health and Engineering Offices of the LGU.

A task force will also be created to aid in the implementation and enforcement of the law. They can also apprehend persons caught smoking in prohibited places.
