DILG, DOST, DTI Laud CSF’s E-Governance [ Monday, 23rd of June 2014 | 3 years ago ]

The Department of Interior and Local Government (DILG), Department of Science and Technology (DOST), and the Department of Industry (DTI) cited the city government of San Fernando as one of the local government units (LGU) ready to embrace the automation scheme for business permits and licensing system.

During the forum “Innovation and Connectivity through Technology” held June 17 at the Intercontinental Hotel in Manila, DILG Undersecretary Austere Panadero with DTI Undersecretary Nora Terrado awarded the plaque of citation to the LGU in recognition of the city's compliance with the standards for processing business permits.

Receiving the award were Executive Assistant and Information Officer Michael Sicat and Business License and Permits Division chief Joseph Garcia.

“The automation of business registration processes will build the capacities of local governments and will make the services of government more efficient comparable (to) other Asian countries” said Panadero.

In San Fernando, Mayor Edwin D. Santiago believes that the holistic approach to governance is a key ingredient in earning national recognition, resulting to numerous awards including the hall of fame award given San Fernando for being one of the Most Business Friendly Local Government Units in the country.

“Aside from making our services faster, embracing technology [e-governance] will cut the red tape, attract more businesses and make our LGU more competitive and business-friendly,” the mayor said.

To date, San Fernando was able to fast track its services on the issuance of business permits. What used to be a week-long process, securing a permit in the city now takes only twenty minutes.

“This is also a way of promoting transparency in government” added Santiago, explaining that all transactions made by the city government are shown on its official website at

Business application forms of the city were also made downloadable, as with the full disclosure report of the city government. The city hall is also complying with ISO 9001:2008 standards, making the city a prime spot for business.
