City Honors Outstanding Employees [ Tuesday, 29th of September 2015 | 1 year ago ]


In line with the celebration of Civil Service Month, the city government honored its outstanding employees today in a “simple but meaningful” ceremony held during Monday Flag raising activity.

Through the Program on Awards and Incentives for Service Excellence Honor Awards, Mayor Edwin D. Santiago, Vice Mayor Jimmy Lazatin, Councilors BJ Lagman, Nelson Lingat, City Administrator Fer Limbitco, and City Human Resource Development Officer Rachelle Yusi led the recognition of selected employees and departments that displayed outstanding public service for the period July 2014 to June 2015.

LGU departments who showed best practices in the use of the Performance Governance System Balance Scorecard were given recognitions; the winner for this category is the City Environment and Natural Resources Office, while the finalists are City Social Welfare and Development Office, City Treasurer’s Office, City Health Office, and the City College of San Fernando, Pampanga.

The Lifetime Achievement Awards were awarded to employees who are about to retire this year and has rendered very satisfactory service for the whole duration of their stay in the LGU. The recipients are daycare workers Ester L. Aquino – 29 years, Rosalina C. Figueroa – 11 ½, and Teresita C. Mella – 23 years; utility workers Alicia S. Canlas – 34 ½ years and Nardo L. Naguit – 20 years; City Health Office staffs Felomena S. Cano – 43 ½ years, Leonarda P. Mendoza – 20 years, Emma Lucia Ibay – 15 ½ years; City Agriculturist and Veterinary Officer Myra N. Manabat – 23 years.

Employees that has satisfactorily finished graduate school (MA or Doctorate) at their own expense also received Professional Development Award, these are Mr. Ireneo D. David, Mr. Jayson Archimedes T. Castro, Ms. Sheriel D. Mariano, Ms. Jeannie A. Lombos, Ms. Roma-Lyn D. Yabut, graduates of Master in Public Administration at the Our Lady of Fatima University, Ms. Mary Luanne B. David– Master of Develeopment Communication, Ms. Chryzl T. Sicat – Master of Management, both graduated in Unibersidad ng Pilipinas, and Dr. Joselito L. Ortaliz Jr. - Doctor in Public Administration at the Lyceum-NorthWestern University.

Unit and Divisions of the city government that demonstrated outstanding teamwork and cooperation, thus resulting to improved public service delivery were also recognized, these are City Employment and Service Division (winner), City Agriculture and Veterinary Office (1st Runner-up), San Fernando Rescue Team (2nd Runner-up), while the finalists are San Jose Birthing Station Group, City Environment and Natural Resources Offices, and City Assessor’s Office.

The Exceptionally Distinguished Service Award or Model Employee category was also launched. This is granted to public officials or permanent/casual employee who excelled among peers in a functional group, position or profession, and has made significant contributions in their respective office. The winner this year is Gertrudes Dizon from Rural Health Unit III, Dr. Reneley Tongol from Rural Health Unit I, and Mr. Archy Briones from Management Information and Technology Division. Other finalists are Maria Sharlyn D. Bundalian of the Internal Control Division and Cecilia Dela Rosa of the City Assessor’s Office.

On the other hand, the city in partnership with the Department of Interior and Local Government lauded the departments that manage to have savings from their annual budget through the cost economy citation award; these are City Budget Office, City Treasurer’s Office, City Planning and Development Coordinator’s Office, City Human Resource and Development Office, and City Accountant’s Office.

For his part, Mayor Santiago commended all the winners for “a job well done”.

“Naniniwala tayo na ang Yamang Tao ang number one asset ng isang organisasyon tulad ng LGU, Ating panatilihin ang diwa ng Fernandino First! Let us continue being the best especially in serving the Fernandinos.”
