BUILDING FUTURE LEADERS: SPES OPENS NEW OPPORTUNITIES FOR FERNANDINO YOUTH

The City Government of San Fernando continues to strengthen its investment in the next generation through the Special Program for Employment of Students (SPES), providing young Fernandinos with the opportunity to gain meaningful work experience while pursuing their education.

On July 9, 2026, more than one hundred qualified students from different barangays gathered at the Heroes Hall for the SPES orientation, marking the beginning of their journey as program beneficiaries. The activity introduced them to their roles, responsibilities, and the values expected of them as they prepare to serve in various offices of the City Government.

The orientation was organized by the City Investment Promotions and Public Employment Services Office (CIPPESO), headed by Manager Mary Ann C. Biliwang, in partnership with the Department of Labor and Employment (DOLE). The program forms part of the City’s continuing efforts to provide employment opportunities for deserving students while helping them develop the knowledge, skills, and work values needed for future careers.

City Mayor Vilma Balle-Caluag personally welcomed the participants and encouraged them to view SPES as more than temporary employment. She emphasized that the experience offers an opportunity to develop discipline, professionalism, confidence, and practical workplace skills that will prepare them for greater responsibilities in the future.

To further equip the students for their deployment, the City Human Resource Management Office (CHRMO) conducted an orientation on workplace policies, professional ethics, and employee expectations. The session provided participants with the guidance necessary to confidently begin their assignments in different City Government offices.

Through SPES, the City Government continues to bridge education and employment by giving students meaningful opportunities to learn, earn, and serve. Beyond providing financial assistance, the program nurtures responsible, skilled, and service-oriented young Fernandinos who are better prepared to contribute to the community and succeed in their future careers.
