Responsible for the development of plans and strategies and upon approval thereof the the LCE, implement the same, particularly those which have to do with the management and administration-related programs and projects which the LCE is empowered to implement and which the SP is empowered to provide for under the LG Code of 1991;

Responsible for the acceptance of all registrable documents and judicial decrees affecting the civil status of persons;

Responsible for filing, keeping and preservation in a secure place the books required by law;

Responsible for transcribing and entering immediately upon receipt all registrable documents and judicial decrees affecting the civil status of person in the appropriate civil registry books;

Responsible for the transmission to the Office of the Civil Registrar-General within the prescribed period, duplicate copies of registered documents required by law;

Responsible for the issuance of certified transcripts or copies of any certificate or registered documents upon payment of the required fees to the treasurer;

Responsible for receiving applications for the issuance of a marriage license and, after determining that the requirements and supporting certificates and publication thereof for the prescribed period have been complied with, issue the license upon payment of the authorized fee to the treasurer;

Responsible for coordinating with the National Statistics Office in conducting educational campaigns for vital registration and assist in the preparation of demographic and other statistics for the City of San Fernando.

MARRIAGE AND DEATH DIVISION

Responsible for receiving and processing of applications for marriage licenses;

Responsible for the issuance of the marriage licenses;

Responsible for the issuance of transcription of death and marriage record;

Responsible for receiving and processing of registration for death and marriages;

Responsible for the distribution of copies of death and marriage certificate to concerned agencies;

Responsible for filing, maintenance and preservation of records of death and marriages;

BIRTH AND RECORDS DIVISION

Responsible for receiving and processing of registration of birth;

Responsible for the issuance of transcription of birth record;

Responsible for the distribution of certificate of live birth to concerned agencies;

Responsible for filling, maintenance and preservation of records of birth;

Responsible for implementing the provision of RA 9048 – Clerical Error Law.
