What is CIPPESO?

The City Investment Promotions and Public Employment Services Office (CIPPESO) is a non-fee charging multi-employment service facility or entity established or accredited under Republic Act No. 8759 otherwise known as the PESO Act of 1999 as amended on RA 10691.

Since its inception, the CIPPESO program continues to ensure the prompt, timely, and efficient delivery of core employment facilitation services and the provision of information on other DOLE employment programs.

CIPPESO Core Programs

LABOR MARKET INFORMATION

The labor market information describes the interaction between the supply of and demand for labor in the market. It presents and interprets how a labor market is functioning and identifies available labor resources employment opportunities and other related information such as wage rates, qualifications, employment conditions and etc.

REFERRAL AND PLACEMENT

One of the major roles of PESO is to guide and assist employers concerning their recruitment activities and this is being done through the contact of job fair, local recruitment activity or special recruitment activity and employers forum. Referral is a process of directing jobseekers to employers with vacancies matching their qualifications.

CAREER DEVELOPMENT SUPPORT PROGRAM

One of the programs being implemented by DOLE as an employment facilitation intervention service for the youth is to give them enough information that could guide in making the appropriate career choices.

LIVELIHOOD AND SELF-EMPLOYMENT PROGRAMS

The program pursues and gives attention to develop beneficiaries’ skills and capabilities toward self-employment undertakings which help them sustain and increase their family income in partnership with TESDA or Technical Education and Skills Development Authority.

OFW REINTEGRATION PROGRAM

Overseas Filipino Workers Reintegration Programs, in coordination with the Overseas Workers Welfare Administration (OWWA) and the National Reintegration Center for OFWs (NRCO), the PESO shall assist in providing re-integration assistance services to returning Overseas Filipino Workers (OFWs).

EMPLOYMENT PLANNING AND BUDGETING

The PESO shall conduct employment planning session, management, monitoring and budgeting initiatives to provide a basis for setting employment facilitation priorities, programs and services.

YOUTH WORK PROGRAMS

PESO was tasked to coordinate and promote the adoption of enrolled youth work programs such as Special Program for Employment of Students (SPES), Government Internship Program (GIP), Jobstart Program and the like pursuant to Executive Order no. 139 through Kabataan 2000.

OTHER EMPLOYMENT PROGRAMS AND SERVICES

The PESO also perform other functions analogous to the above including programs or activities developed by the DOLE to enhance provision of employment assistance to clients, particularly for special groups of disadvantaged workers such as Persons with disabilities (PWDs) and displaced workers.

INVESTMENT PROMOTIONS SERVICES

This program focuses on the objective to attract new investments, both local and foreign, keep and retain existing investments and encourage their expansion by creating a business-friendly environment that shall promote economic development and generate income for the people of the City of San Fernando, Pampanga.

It also performs the mandate of LGUs to encourage private investments by formulating local investment incentives, fiscal and/or non-fiscal, based on the Local Government Code of 1991. The City government formulated Ordinance 2023-014 also known as “An Ordinance Enacting the Local Investment Incentives Code of the City of San Fernando, Pampanga”, and creating the Investment Incentive Board of the City of San Fernando, Pampanga. Regular meetings on a quarterly basis are conducted to evaluate applications of probable investors for Investment Incentives and recommend to the Local Chief Executive the approval of said applications.

Product development is an essential and integrated component in the promotion or marketing or a product. Micro and small businesses in the city particularly those represented in the Pasalubong Centers and trade fairs contribute to local identity, tourism promotion, and employment generation thereby increasing economic activity. The local government wish to actively promote these and sees the need to upgrade their products through better labelling and proper packaging and to set up pasalubong centers in different parts of the city.

The City of San Fernando, Pampanga is widely recognized as the Christmas Capital of the Philippines and takes pride in its rich traditions and vibrant culture, having lantern-making industry as its iconic symbol of both local craftsmanship and festive spirit.

Annually, appropriate holiday-based lanterns are proudly displayed to celebrate and highlight the city’s cultural heritage and at the same time promote the lantern and light industry as a vital part of its local economy. This initiative also helps boost the local economy by attracting both domestic and international visitors to witness the beautiful lanterns up close.
