STARTER KIT ASSISTANCE EMPOWERS MASSAGE THERAPY AND BEAUTY CARE GRADUATES

CITY OF SAN FERNANDO, PAMPANGA — September 17, 2026 — The City Government of San Fernando, through the City Investment Promotions and Public Employment Services Office (CIPPESO), continues to strengthen its commitment to empowering skilled Fernandinos by providing livelihood assistance designed to help graduates turn their newly acquired skills into sustainable sources of income.

Held at the Amphitheatre, the distribution of Starter Kit Assistance provided valuable support to graduates of Massage Therapy and Beauty Care (Nail Care) skills training programs. The initiative aims to give beneficiaries the essential tools they need to begin offering services, establish their own livelihood activities, and take their first steps toward becoming self-reliant entrepreneurs.

The beneficiaries are graduates of skills training programs conducted through CIPPESO in partnership with TESDA-accredited courses and partner training institutions, including programs designed to develop practical competencies in massage therapy and beauty care (nail care). With the provision of starter kits, the graduates are given additional resources to apply their skills in real-world settings and explore opportunities for employment or self-employment.

More than simply providing equipment, the program also promotes entrepreneurship and sustainable livelihood development. Through their new capabilities, they can provide valuable personal care and wellness services to their communities while creating additional income opportunities for themselves and their families.

The initiative reflects the City Government’s continuing efforts to create meaningful pathways toward employment, entrepreneurship, and economic independence for its constituents. By bringing together government offices, training institutions, and partner stakeholders, the city is able to provide a more comprehensive support system, from skills training and certification to starter assistance and entrepreneurial guidance.
