Responsible for the development of plans and strategies on personnel management and, upon the approval of the LCE, implement the same;

Responsible for the establishment and maintenance of a sound personnel program for the City Government of San Fernando, designed to promote career development and uphold the merit principle;

Responsible for assisting the LCE in all matters pertinent to the human Resource and its development & other personnel matters.

PERSONNEL SELECTION AND WELFARE & BENEFITS, RECORDS AND INFORMATION DIVISION
SELECTION, RECRUITMENT, PLACEMENT AND PROMOTION SECTION

Responsible for screening, orientation and processing of paper of personnel for appointment and/for promotion, for transfer, for designation, for hiring, etc.

WELFARE & BENEFITS, RECORDS AND INFORMATION SECTION

Responsible for all benefits and grants due to the employees, such as: salary, retirement, leave credit benefits, step increments, salary adjustments, health insurance, clothing allowance, year-end bonus, cash gift and other;

Responsible for the accurate computation of rewards and incentives due to the employees such as: Productivity Incentive Bonus (PIB), etc.

Responsible for records management, safe keeping of files, 201 files of personnel and the issuance of information such as service records, certifications, etc.;

Responsible for the supervision of office supplies and forms used in the office.

PERSONNEL DEVELOPMENT DIVISION
TRAINING DEVELOPMENT SECTION

Responsible for the development of a comprehensive training package for employees;

Responsible for the enhancement of the ongoing, long-term improvement of employees’ skills.

TRAINING DEVELOPMENT SECTION

Responsible for the evaluation of work performance;

Responsible for the monitoring and ensuring of the employees progress based on their performance evaluation.
